I knew you’d ask. But I was too busy watching the iPad announcement yesterday to bother with steps.
Short answer, it’s all acrylic paints, Golden Fluid Acrylics, to be precise. I used an old credit card, bubble wrap, a piece of mesh “paper”, and brash stencils to add a mix of gold, copper and pearly white paints over the base coat. I used a foam brush to mush the paint through the stencils, and sometimes just flipped the paint-covered stencil over to make a reverse impression.
It was messy, but didn’t take long (acrylics dry fairly quickly, even on rainy afternoons). And it was fun.

Wait–I want to know what supplies you’re using. What products, for instance, did you use for the stenciling, and are those watercolors or acrylics?

I love the brass stencil, it works perfectly.
